2019年4月8日，安徽省计量科学研究院“安徽省重点用能单位能耗在线监测系统”建设可行性研究报告项目完成招标。
On April 8,2019,the project of feasibility study report on the construction of"On-line monitoring system for energy consumption of key energy-using units in Anhui Province"of Anhui Institute of Metrology Science completed the bidding.
为加快推进重点用能单位完善能源计量体系、提高能源管理精细化水平，促进互联网与节能工作深度融合，提高节能宏观调控能力，推动完成能源消费总量和强度“双控”目标任务，我国提出了大力推动重点用能单位能耗在线监测系统建设。

计划到到“十三五”末期，我国基本建成连接各省(区、市)、相关部门和行业数据共享的监测系统，为统筹能源发展与生态文明建设提供决策支撑，为重点用能单位加强能源日常监控管理、开展能源审计、能效对标、能源计量审查、节能改造等提供支撑服务，切实促进企业提质增效降本。

监测系统采用“国家平台+省级平台+重点用能单位接入端系统”的架构，重点用能单位端能耗监测数据上传到省级平台，再由省级平台上传至国家平台；没有建设省级平台的，重点用能单位端能耗监测数据直接上传到国家平台；国家、省级平台实现数据同步和数据交互。监测系统涉及到的仪器仪表主要有计量仪表、工控系统等。

目前，上海市实施建设的上海市重点用能单位能耗在线监测系统——信息系统集成实施与应用开发项目已经通过验收。上海市完成了1套软、硬件基础运行环境，9个应用分析功能模块，1个数据中心监测平台，2个基础门户网站的建设，能耗在线监测系统的功能、性能、安全和信息资源利用已经完备。
At present,the on-line monitoring system for energy consumption of key energy-using units in Shanghai,i.e.information system integration implementation and application development project,has passed the acceptance check.Shanghai has completed a set of software and hardware basic operating environment,nine application analysis function modules,a data center monitoring platform,two basic portals,and the functions,performance,safety and information resources utilization of the energy consumption online monitoring system.
福建省计划2019年完成年综合能源消费量5000吨至万吨标煤(含5000吨)的重点用能单位端系统建设和省级平台建设。2020年完成年综合能源消费量5000吨至3万吨标煤(含3万吨)及纳入用能权交易试点行业的所有重点用能企业单位能耗指标监测，实现福建省重点用能单位能源消费总量数据与国家平台全面接入。

本次安徽省重点用能单位能耗在线监测系统建设可行性研究报告项目的招标完成，推动了系统建设的进程，可行性研究报告申请批复立项后，将开展安徽省重点用能单位能耗在线监测系统建设工作，以完成与国家平台的数据对接，发挥能耗在线监测系统在政府决策支撑和重点用能单位提质增效降本作用。
