新加坡是一个岛国，淡水资源极其匮乏，所以新加坡一直以来都在大力发展海水淡化技术，发展新生水等等。因为一些历史遗留问题，新加坡不可能一直以来马来西亚的水资源支援生存。以上说的都是新加坡开源的方式，水资源匮乏的解决方法就是开源节流，开源有了，那节流怎么办呢？

别急，新加坡公用事业局将从2021年初开始，为新建造的以及现有的住家和工商单位安装30万台智能水表，并预计在2023年底之前，完成首批智能水表的安装工作。感觉还是挺快的！你说呢？
Don't worry,the Singapore Public Utilities Bureau will install 300,000 smart water meters for newly constructed and existing residential and commercial units starting in early 2021.It is expected that the first batch of smart water meters will be installed by the end of 2023.It feels fast!What you think?
据悉，目前该局正在研究率先使用智能水表的地点，智能水表将取代现有用户单位使用的传统水表。
It is reported that the bureau is currently studying the first place to use intelligent water meters,which will replace the traditional water meters used by existing user units.
首阶段智能水表计划实行后，公用局将先评估效果，加强技术能力，再在全岛其他地点全面落实这一计划。
Following the implementation of the first phase of the Smart Water Meter Scheme,the Public Utilities Bureau will first assess the effectiveness,strengthen technical capacity and then fully implement the scheme in other parts of the island.
而且最重要的是，用户无需为智能水表和安装工作支付任何费用！
And most importantly,users don't have to pay anything for smart water meters and installation work!
以前的话，全岛住家和非住家单位，目前装有约160万台水表。水表数据每两个月由工作人员上门读取一次，用户每个月会收到账单，公用局则每隔一个月对用户用水量进行估算。
Previously,about 1.6 million water meters were installed in residential and non-residential units throughout the island.Water meter data are read by staff at home every two months.Users receive bills every month.The Public Utilities Bureau estimates users'water consumption every other month.
但用户单位安装了智能水表系统后，用水量可每天自动读取多次，相关数据也会当日传送回公用局。这将进一步协助当局及早发现水供网络，以及用户单位的漏水情况。
But after the user unit installs the intelligent water meter system,the water consumption can be read automatically many times a day,and the relevant data will be transmitted back to the public office on the same day.This will further assist the authorities in early detection of water supply networks and leakage from user units.
除此之外，智能水表系统用户还能通过手机应用或网站，自行查询每日用水量，以及在用水量高，或出现漏水迹象时，及时收到通知，尽早解决问题。
In addition,users of smart water meter system can also query daily water consumption by mobile phone application or website,and receive timely notification when water consumption is high or there are signs of leakage,so as to solve the problem as soon as possible.
公用局前天发表文告指出，大规模地推行智能水表计划，是该局迈向未来智能公用事业(smartutility)的重要方向之一。公用局将以此鼓励国人，为达到省水目标改变用水行为，同时优化水需求管理，以及提升工作效率。
The Public Utilities Bureau issued a report the day before yesterday pointing out that the large-scale implementation of intelligent water meter plan is one of the important directions for the Bureau to move towards smart utility in the future.In this way,the Public Utilities Bureau will encourage people to change their water use behavior in order to achieve the goal of water saving,optimize water demand management and improve work efficiency.
公用局将与其他政府部门合作，探讨如何借助已有的用水数据，更好地改善公共服务。
The Public Utilities Bureau will work with other government departments to explore ways to better improve public services with the help of available water use data.
在2016年和2018年，该局先后在榜鹅和裕华两个地点试用智能水表，参与试验的800户家庭用水量平均减少约5%，居民表示因为能及时得知漏水情况，省水意识因此更高。
In 2016 and 2018,the Bureau successively tried out intelligent water meters in Pangye and Yuhua locations.The average water consumption of 800 households participating in the experiment decreased by about 5%.Residents said that their awareness of water saving was higher because they could know the leakage situation in time.
参与试验计划的居民反映，通过手机应用查询每日用水量，以及对比邻居用水量的功能，最容易帮助家庭改变用水习惯。
Residents who participated in the pilot project reported that it was easiest to help families change their water use habits by querying daily water consumption through mobile phone applications and comparing the functions of neighbors'water consumption.
