5月9日，由工业控制系统信息安全产业联盟主办的“2019工业安全大会”在北京召开，大会探讨了数字经济时代下工业安全的前沿技术和产业生态建设。
On May 9,the"Industrial Safety Conference 2019",sponsored by the Information Security Industry Alliance of Industrial Control Systems,was held in Beijing.The conference discussed the frontier technology of industrial safety and the construction of industrial ecology in the digital economy era.
近年来，随着工业互联网技术的迅速发展，我国工业在获得巨大的发展动能的同时，也出现了大量的安全隐患。工业互联网由于蕴含巨大的价值，成为了各路黑客眼中的“香饽饽”，甚至成为了国家之间网络对抗的重点攻击目标。
In recent years,with the rapid development of industrial Internet technology,China's industry has gained tremendous momentum for development,but also a large number of security risks.Because of its great value,the industrial Internet has become a"fragrant baboon"in the eyes of hackers,and even a key target of network confrontation between countries.
2010年，震网病毒感染了全球超过45000个网络；2016年，三一重工近千台工程机械设备遭非法解锁破坏，直接经济损失超3000万元；2018年，Wannacry变种侵入台积电，预计造成经济损失17.4亿元。工业安全已然成为经济运行、社会稳定和国家安全中不可或缺的坚强基石，牵一发而动全身。
In 2010,seismic network virus infected more than 45,000 networks worldwide;in 2016,nearly 1,000 construction machinery and equipment of Sany Heavy Industries were unlocked and damaged illegally,with direct economic losses exceeding 30 million yuan;in 2018,Wannacry variant invaded Taiji Power Station,which is expected to cause economic losses of 1.74 billion yuan.Industrial safety has become an indispensable and strong cornerstone of economic operation,social stability and national security,which affects the whole body.
随着工业化和信息化的深度融合以及物联网的快速发展，我国工控系统暴露的资产日渐增多。工业控制系统广泛应用于石油、石化、电力、核能等工业生产领域，以及航天、铁路、公路、地铁、水务等公共服务领域，堪称中国关键生产设施和基础设施运行的“神经中枢”。
With the deep integration of industrialization and informatization and the rapid development of the Internet of Things,the assets exposed by industrial control systems in China are increasing day by day.Industrial control systems are widely used in the fields of petroleum,petrochemical,power,nuclear energy and other industrial production,as well as public services such as aerospace,railway,highway,subway,water and so on.They can be regarded as the"nerve center"of the operation of China's key production facilities and infrastructure.
相关数据显示，我国超过80%的涉及国计民生的关键基础设施依靠工业控制系统来实现自动化作业，因此，一旦发生安全事故，其造成的社会影响和经济损失将会非常严重。
Relevant data show that more than 80%of the key infrastructure related to national economy and people's livelihood in China relies on industrial control systems to achieve automated operation.Therefore,once a safety accident occurs,its social impact and economic losses will be very serious.
因此，建立全面的工业信息安全保障体系，减少工控系统面临的内外部的威胁，在国内已被上升到国家安全战略的高度，国家的政策、标准也正在逐步的制定、完善。2017年2月，工信部印发《工业控制系统信息安全行动计划(2018-2020年)》，提出建立全国工控安全监测网络，开展信息通报预警，建立全系统工控安全管理工作体系。
Therefore,the establishment of a comprehensive industrial information security guarantee system to reduce the internal and external threats faced by industrial control systems has risen to the height of national security strategy at home,and national policies and standards are gradually formulated and improved.In February 2017,the Ministry of Industry and Information Technology issued the Action Plan for Information Security of Industrial Control Systems(2018-2020).It proposed to establish a national industrial control safety monitoring network,carry out information notification and early warning,and establish a system-wide industrial control safety management system.
随着国家各个部委的政策指引，国家相关资金的支持以及各个工业企业对工控安全重视程度的提升，工控信息安全产业必然会迎来一个比较好的发展时期。
With the policy guidance of various ministries and commissions,the support of relevant state funds and the enhancement of the importance of industrial control security by various industrial enterprises,industrial control information security industry will inevitably usher in a better development period.
资料显示，我国每年工业信息化投入在千亿级别，按照安全设备投资占设备投资总额10%的比例估算，我国工控安全市场潜在规模在百亿级别，并且仍有很大发展空间。
Data show that China's annual investment in industrial informatization is at the level of 100 billion.According to the ratio of safety equipment investment to total equipment investment,it is estimated that the potential size of China's industrial control safety market is at the level of 10 billion,and there is still a lot of room for development.
虽然国内工控安全市场目前也仅仅是处在刚起步、培育市场的前期阶段，但其未来市场潜力无限，而且在国家层面，包括发改委、工信部等主管部委也通过设立专项基金，以资助国内科研院所、企业的工控安全技术研究及工控安全产品研发及产业化。
Although the domestic industrial control safety market is only at the early stage of starting and cultivating the market,its future market potential is infinite.At the national level,the competent ministries and commissions,including the Reform Commission and the Ministry of Industry and Information Technology,have also set up special funds to subsidize the research of industrial control safety technology of domestic research institutes and enterprises and the development and industrialization of industrial control safety products.
当前，工业安全已成为“总体国家安全”的重要组成部分，直接影响到我国工业健康发展的命脉。在国际形势风云变幻的时代潮流中，工控安全企业应不断创新，研发出更加贴合工业企业业务安全的产品和解决方案，打造安全的工业互联网生态，为工业信息安全保驾护航。
At present,industrial safety has become an important part of"overall national security",which directly affects the lifeblood of the healthy development of China's industry.In the changing trend of the international situation,industrial control security enterprises should constantly innovate,develop products and solutions that are more suitable for the business security of industrial enterprises,create a safe industrial Internet ecology,and protect industrial information security.
